Inaugural Meeting of Peking University-Digital China Collaborative Innovation Center Was Held

On the afternoon of June 16, 2016, the inaugural meeting of Peking University-Digital China Collaborative Innovation Center was held in the China Hall of the Lakeview Hotel. Ten experts in the field of computer science and over 200 representatives from domestic software industry leaders and research institutes have witnessed the establishment of the Collaborative Innovation Center. Participants include Jinpeng Huai, Deputy Minister of the Ministry of Industry and Information Technology, Shaofeng Xie, Director of the Department of Information and Software Services, Ying Chen, Deputy Director of the Department of High-tech Development and Industrialization of the Ministry of Science and Technology, Jianping Mei, Deputy Director of the Department of Science and Technology, Ministry of Education Director Jing Lou, Academician Ruyi Lu, Academician Xingui He, Academician Guangnan Ni, Academician Wei Li, Academician Jiaguang Sun, Academician Qinping Zhao, Academician Huimin Lin, Academician Jian Lv, Academician Xiangke Liao, Academician Ru Huang, and Academician Jianhua Lin, President of Peking University, Dongmin Chen, Minister of Science and Technology Development, Hui Cai, Deputy Minister of Science and Research, Bing Xie and Yun Jiang, Deputy Dean of the School of Information Science and Technology, as well as experts from the Department of Information Science of the National Natural Science Foundation of China, Zhongchuang Software, and Neusoft Group.

The unveiling ceremony was chaired by Dongmin Chen. Academician Mei Hong, the director of the Collaborative Innovation Center, gave a speech first. He pointed out that for a long time, the software research team of Peking University has always stick to the concept of "doing useful research" and has worked hard in the fields of software engineering and system software. Digital China is a large software service company in China. Digital China and Peking University have been working closely for nearly 10 years with mutual trust and reliance. Beginning in May last year, they started to build a collaborative innovation center based on Internetware and Smart Cities. The establishment of the Collaborative Innovation Center coincides with the country's successive introduction of an innovation-driven development strategy and a new policy for the transfer of scientific and technological achievements. On May 30, 2016, President Xi Jinping's speech at the National Science and Technology Innovation Conference sounded the horn of building a strong country in science and technology. In five to ten years, the two sides will explore and practice the collaborative innovation model of industry, university and research under the new situation. They hope to achieve the development goals, and carry out beneficial practices for China's software industry and the cause of science and technology. It needs to be emphasized that the center is open, and colleagues from all walks of life are welcome to join in to build a community of production, learning and research.

Wei Guo, Chairman of Digital China, pointed out in his speech that the core technologies of Internetware played a very important role in the process of cooperation with the Peking University team. For example, these technical achievements have contributed to various projects in the tax domain, bringing an average increase of 20% in software reuse rates, an average reduction in testing workload of 18%, and an average reduction in the number of defects reported by users by 20%. In the construction of Digital China's "Smart City", the YanCloud System developed by Peking University reduced the system development time from 9 months to 2 weeks. This improvement in labor productivity comes from the profound accumulation of computer software theory and technology of the Peking University team. Digital China has high hopes for the Collaborative Innovation Center, and hopes that it will become a core technology reserve pool of Digital China in the future and support Digital China to take off again.

On behalf of Peking University, President Jianhua Lin thanked the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Education, and enterprises for their comprehensive support to the Collaborative Innovation Center. He said that the establishment of collaborative innovation centers in universities and enterprises is very important for China's industry, science and technology, and the construction of an innovative country. The two sides are willing to work together even without state funding support. It is a real synergy, because it is derived from the inherent needs of the two sides, and only in this way can we really collaborate. The establishment of the Collaborative Innovation Center is precisely the collaboration that stems from this real need. This will be a good start. Schools can open their doors to a greater extent, paying more attention to national needs in education and scientific research. Companies and industries can focus their energy and funds on basic issues in industrial development. He hopes that through the establishment of the Collaborative Innovation Center, a more solid academic foundation can be established, so that Peking University can truly support the backbone of national science and technology development.

Jinpeng Huai congratulated the establishment of the Collaborative Innovation Center on behalf of the Ministry of Industry and Information Technology. He highly praised the software research team of Peking University for their long-term efforts in software engineering and system software, and their outstanding achievements in meeting the needs of the country. He also praised China Digital as an outstanding representative and an internationally renowned enterprise in the software field in China. He said that the cooperation between Peking University and Digital China will create a new model and accumulate new experiences. The new model will help to find more effective opportunities for industry and technology.

After the speech, Jinpeng Huai, Jianhua Lin, Wei Guo and Hong Mei jointly unveiled the Collaborative Innovation Center.

Peking University-China Digits Collaborative Innovation Center will focus on the application and key technology of Internetware and Smart Cities. The center aims to create an international core authority of government, industry, academia and research that will lead the development of Internetware and Smart Cities. With the establishment of the Collaborative Innovation Center, Digital China has invested a total of 238 million yuan. They paid 80 million licenses for Peking University's patents in Internetware and cloud computing, which is currently the highest single-use license fee for domestic college patents. They invested 108 million yuan to control Beijing Internetware Co., Ltd. to further strengthen the ability of productization and marketization of Peking University's system software technology. They invested 50 million to support the construction and operation of the Collaborative Innovation Center. The establishment of the Collaborative Innovation Center follows the spirit of the central leadership speech series. The Peking University software research team will work with Digital China to build a collaborative innovation center and contribute to the development of China's software industry and information industry.
